Recently I put some paper money up for sale on ebay. 2 Of the auctions were won by someone that isn't paying. The buyer hasn't responded to my emails and when I researched the buyer found that they have also many other complaints about this yet I do see that they do pay for some purchases. I of course have filed a CASE with ebay concerning the purchases.
How do I keep this buyer from bidding on my future offerings?
Do I inform others of their refusal to purchase.
What are you suggestions?

Just block the user. This way they won't be able to bid or see any of your listings.

Put the buyer on your blocked buyer/bidder list.

Copy their user name and go to Site Map at the bottom of the page. Second column in the middle is blocked bidder list. Paste the name there and save.

you should also set your buyer blocks, to avoid getting people who have a history of not paying and have 2 or more unpaid strikes against them, that's one example.

To select buyer requirements for all your listings:

Go to My ebay > Account > Site Preferences.

In the Selling Preferences section, scroll to Buyer requirements, and then click Show.

Click Edit.

On the Buyer Requirements page, make your selections.

Click Submit to save your requirements.

I have mine all set to the strictest settings, once they are set and saved you can even go in and view all the bidders that were not allowed to bid on your item and the reason why. ( bidder ID's are not shown, but it shows you their FB scores.

you would be amazed at the amount of bidders blocked, new and seasoned buyers alike.

File a non paying bidder complaint so you aren't charges fees for the auction, too.

Definitely block the bidder. Then consider the possibility that if you open a non paying bidder case that the bidder may pay and then claim not to have received the items (if sent without tracking) or that the items are not as described (if sent with tracking). Then they have your items and eBay/Paypal gives them your money as well. Another option to get your ebay fees back is to just do a Cancel Transaction request. If they don't respond you get to close it out after 7 days and get your ebay refund at that point. Your call which way to go. Unfortunately, as a seller, you can't leave negative feedback for buyers so even if you leave feedback saying they didn't pay it will boost their positive feedback score so may not have the desired effect.

p.s. You can also do a Second Chance offer to the person who came in second in the auction if you prefer that to relisting the item.

I'll second that suggestion. Assuming the 2nd place bidder is interested, it can save quite a bit of time an effort. Unless of course you think you can get more by relisting.

If you sell a lot on ebay you may want to make note of your non paying buyer's address. Blocked bidders have been known to come in under different ID's and win an auction. That is against the rules.

It is not a 100% foolproof way of catching them (by cross referencing addresses) but it's better than nothing.

On your Site Preference click yes on Unpaid Item Assistant and ebay will open and close unpaid item cases for you automatically.

I'd be absolutely sure that eBay/Paypal are satisfied and the case is closed before putting the items up for sale again. If they happen to rule against you, for whatever reason, and you no longer have the items, you will be up the proverbial creek.
