The Reverse looks to have several strike through errors also and of course PMD.

I humbly submit that I believe this to be what is referred to as a "Bezel Coin". Someone ground it down around the rims on both sides in order to fit it into a bezel to make jewelry. This type of jewelry is often created for a particular birth year. Just my opinion, you'll probably want to wait for the experts to chime in, I most definitely could be wrong.

Encased cent. Probably came from a "Good Luck" holder. The pressing it into the holder ruins the rims. Best to leave them in the holder as they become a damaged coin when they are removed.

I agree it was broken out of an encasement like one of the lucky coin holders. Also just for future clarity, the damage you are referring to is on the rim and edge of the coin. There is no collar on a coin. The collar is the die that forms the edge of the coin.
