Looking at a mint cello set of 2005 State Quarters, I see one quarter is upside down (4 obverse up, 1 reverse up. Never have seen this in 30 years of collecting. Is it valuable or just one of those things that happen?

I have seen people trying to sell these as mint errors, they are not unheard of. I would not pay a premium for one.
