Are the non-silver coins in the silver proof sets struck the same as normal proofs or differently for the silver sets?

As far as I know they are struck the same. If there were to be a difference it might be in the amount of pressure applied by the die, but only the mint would know that.

DBM: I think he ment USA coins.
And as already noted probably only the Mint would know for sure. They do appear different though but possibly due to the material, not the method.
