I have two Eisenhower Silver (tissue tested) Proof Dollars. They are different. One has a nick in the neck just below the crease of his neck the other doesn't. At first I thought it was maybe a speck of something that was under the sealed cover but under closer inspection (lighted magnifying glass) I could see that one side of the divot has a reflective surface. These are both sealed in cases from the US Mint. Does it make a difference in the value? Picture attached. Thank you for your help.

Seeing as your coin already has a lot of milky white discoloration (very typical of these coins) it already has "damage" that has lowered the value below what you nick would cause. This is just one man's opinion
