Looks like a re-processed cent. They would re-plate these and the extra platting made it look like something is there, then it isn't. Most of the time they are shiny which is a dead give away. But you coin has some machine damage above the date devices. Add the extra plating and it makes it look like something is there. So it's a savable Wheat cent. But no premium for the re-processed cents. To a collector it is a undesirable coin. But others like them.
