It looks like a large date. The 9 has a big loop and the 6 is big as well.

It is in fact a large date, and also an RPM, (or Re-punched Mintmark).

It appears to be the 1960-D/D Large Date 1c RPM#1 D/D West, which is pictured below.

Having looked at some 1960s small date, IMO the coin in the picture is definitely not a small date. The upper loop of the 6 is longer than that of the small date. So, I have to agree with the more experienced posters.
