I am probably wrong, but what I see is an extra thickness on L and I and markings or is it dirt. thank you.

Looks like there is some Die Deterioration. You can see it on the right side of the devices on the date and the left side of LIBERTY. Looks like what you are seeing on the tops of the devices on LIBERTY are contact marks flattening those devices. There are some fading die scratches through LIBERTY. The motto shows some slight Struck Through Grease error and possibly the LI on LIBERTY making them look fatter. When a small amount of grease gets into the die it prevents the tops of the devices to form and makes them look wider.
