I assume that you mean the ring on the obverse. This is a common PMD that is caused by rolling and counting machines.

It does not add value to the coin, rather it reduces and numismatic value.

He is correct. It is just a damaged coin. Throw it back.

It is PMD or post mint damage

This coin was a end coin on a roll that got damaged by the rolling machine.
