This was a door prize so I don't know its history. Is it a government-issued set?

I doubt it. I've seen other sets that are packed similarly to this.

If you look to the printing on the pink label, you can see that each letter has been set individually. Even some markings are present of the block of each letter. This is typical for do it your own at home printing stencils. Somebody used a home sealing device to create this set.

I even doubt if all coins have the same quality in the pack. The 10 and the 25 centavos are not looking uncirculated to me, but this can also be due to the bad quality of the picture.
