I don't have my reference books, but from the top of my head I'd say VF25.
Theres something about this cent I like, I just can't put my finger on what it is.

I will go with VF-30 but I would not be surprised if it go VF-35.

 VF30 maybe a VF35, hopefully no details from the old cleaning, though most of the EAC stuff doesn't get dinged as bad as the more modern coins do. "Buy the Book Before You Buy the Coin" - Aaron R.
