The rim look disturbed. Maybe squeezed 1/2 of the coin between to boards? Leaving 1/2 altered and 1/2 normal?

I am almost positive it's not PMD but a mint issue.

Note the rim. How the rim is forming a rounded edge? This is because there is a collar in place making the rim to form. On a broadstruck coin, that is missing because there is not collar in place.

Most of your coin is showing a consistent rim. Just some areas it appears as flattened a bit. So I'm not seeing a broadstruck coin.
