I lean "clip." I see a little Blakesley Effect thinning of the obverse rim, although the reverse is less involved than one might expect. The details right around the clip itself seem appropriate, though.

That said, I'm no expert here either.

Not as much 'curve' as i'd expect from a clip, but it may be a bit worn also (it is from 1966!) so that may have flattened the clip a bit. Otherwise looks like one to me.

It appears to be a incomplete planchet, straight clip. Nice find. Probably the type most often faked, but this one look like the real deal.
