The symbol is the Columns of Gediminas, an early Lithuanian coat of arms. Not sure about the flowers.

The flower looks like a wild fritillary, or margute in Lithuanian. I'm familiar with the NW US species which grows at the same latitude and has a similar appearance. There's a picture of them if you scroll down this page.

The plant is flax according to some references.
