Looks like a large bead to me. On a small bead, you should be able to fit another bead in between beads, and the I in REGINA points to a bead.

Large Bead.
A fast check is to look at the dot between the G & R.
If its the same size as rim beads, you have a large beads.
If its larger than the rim beads, you have a small beads.

here are the identifying marks for a Small bead 1966.
if you have a 1965 small beads ( very common) you have the obverse of the 1966 SB, as the same die was used for a short time.
