that looks like it might be bubbling - under the copper plating. just my opinion, and I am not an authority.

and your title should probably refer to a DDR. (reverse - not obverse)

Having these images rotated horizontal would be more helpful. But I don't see evidence of hub doubling from what I can see. What you are looking at seems to be random. Could be gas bubbles under plating or die dents/gouges making it raised. Either way, it is not a real collectable. IMOHO
