Looks like it was a part of an uncut sheet at some point, but got cut up and put into circulation. No real value over face.

Even if it weren't from an uncut sheet, it really wouldn't be worth much over face...unless it also had part of another note attached to it.

The serial numbers on uncut sheets sold by the Bureau of Engraving and Printing always start with 999.
