Spotting Pandas

I'm fairly new to stacking but as I've been searching ebay for 2014 MS70 graded Pandas I've found a fair number of them advertised as spotted. I know that spotting has been a problem with the maples but wasn't aware that is was an issue with the Pandas. I know there are no hard and fast rules for spotting but generally how long does it take for coins to develop spotting? Am I taking a risk paying the higher premiums for the graded Pandas only to have them spot later or do they spot shortly after minting?

All coins will have spots if you talk over them and microscopic pieces of saliva land on them. But the white stains (or "milk spots") result from the planchet (flan) cleaning and preparation process. Some Silver Maple Leaf coins have them, some do not. There is no control over it and nothing can be done. I guess the same thing happens with the pandas. So it happens during the minting process so you are ok. Now I feel like a nerd. Lol.

It can't no longer be a MS70 coin, nor would it be MS69. It has only silver spot value for now. I have 10 spot free 2014, so perhaps those will go up in price in the future, those that have the spots can be a production flaw, or some other problem all together.
