Not specimen.
Here's one to compare:221529264891
Note the difference in strike quality, even if worn down as the OP coin the specimen will show much more detail.
"Dipping" is not considered cleaning...

I think the rim should be squarer. Compare to business strike on the left.

Not a specimen and overpriced. By the time you pay exchange and shipping, your over $40.00 CDN.
For that you can get a 1949 in MS shape.

I have seen chamfered and squared rims in the same business issues. It seem to be rather common in coins from many countries.

Nevertherless I would agree that specimen issues have squared rims.
