This is not a coin but a charm, the top one looks like the obverse of coinage but the bottom one is typically for a charm (quite a lot of Chinese charm have a design like this. Will try to find the time to look up if I can find any specifics.

Correct. More specifically, it's an "eight trigrams" charm. The Eight Trigrams are a Taoist symbol; you can see four of the eight on the current South Korean flag.

The four characters on the obverse read (in Chinese) "fu cai tong bao", translating to "good luck and wealth current coin". No actual Chinese, Japanese, Korean or Vietnamese coin bore this legend, as far as I am aware.

The inscription on this charm actually reads zhao cai jin bao (招財e€²å¯¶) which can translate as "money and treasures will be plentiful" or "attracts wealth and treasure".
