I have a 1999D Pennsylvania back that has the 2000 South Carolina colors. I am wondering if any one has seen more of these.

Not an error. Some company or a private "Mint" took some random quarters and colorized them to be sold as "Geniune US quarters enhanced with vibrant colors."

The US Mint doesn't colorize coins, so this is not a "Mint Error".
A number of retailers (such as Littleton Coin Co.) colorize Quarters.
I must admit I've never seen a "wrong color scheme" on one of these before...

That's actually kind of cool.

"Colorized" coins are laughingstocks to actual collectors - they're gimmicks and the paint destroys any numismatic value the coin might have had. This one, though, with the wrong state color scheme, I gotta say that I like it.

Not a mint error, just a mistake made by some novelty coin manufacturer. Worth face.
