I've been always fascinated with how beautiful educational notes are. Given that GEM are out of my budget, I was looking for bit less condition to put in my collection.

Which one would be better ?

What condition do you think this note is in ? Is this fair price ?

What condition do you think this note is in ? Is this fair price ?

So many of these have been "processed" over the years, I would only buy one that is graded by PMG or PCGS. One has to question why these notes are raw in the first place.

Hi Peacesilver,
I think that the better way is, you wait.
The first bill is to expensive for this bad condition.
I'm sure that the second bill was washed and bleached.
The 1896, $1 SC bills are not rare, you have a real chance for a better deal.
I have many PMG or PCGS graduate bills. The people there look nothing what I could not see. I do not need them.
You live in the USA, you can visit Paper Money Shows.
Touch, feel and smell the bills, I think that is the best way to buy good old bills.

Thanks jimbucks & hajduk. Will have to see if next Long Beach show have reasonably priced $1 Educational notes. Last show, they had a lot of nice ones at pretty high prices...

I agree with buying at shows. I understand that it can be tough to find a nice lower grade example, but it is worth the wait over buying something in a rush and being unhappy later. I have been looking for a nice low grade 1918 FRBN $2 (Battleship) for a long while and I keep either finding ones out of my price range due to being a higher grade then I am after or them looking way worst then I want. I know one is out there for me though and when I find it the wait will be worth it.
