Can someone help me identify this 21+mm copper piece?

As you see, it has been double struck. Also, one side has raised devices; the other side has incuse devices.

While the style reminds of Russian copper coinage, the design casts doubts.
The reverse of the Russian copper coins shows a crowned double eagle.
The obverse of many Russian copper coins show a crowned monogram, but lettering in the monogram is usually thinner.
Could be from quite a different number of sovereign houses, eg German States.

The 21+mm, is that thickness or diameter?

It is about 21mm wide and about 1mm thick.

Then it can come from plenty different places, hoped it would have been the thickness which would have the search somehow restricted.
Hope you have luck with your search, but it seems like looking for a needle in a haystack.
Crowned monograms (likely with an elaborate 'H' in it) have been used in many countries, eg Norway, Denmark, German states, Italian States, French regional etc etc and it could also be a token or medal.

Postscript:

Let me point out though that the crown looks similar to the design used for the Russian crown.

Doesn't match what I know. Was thinking Nicolas I coins from 1840s but they look too different. Might want to post at coinpeople.com . More Russian collectors.

I thought Elizabeth from 1750s, but doesn't seem to really fit either.
I agree the crown looks suspiciously Russian, but I do admit it could be from somewhere else too, unfortunately.
