Possibly the best way to get information might be to contact Hsinchu City Council in the R.O.C. (Republic of China = Taiwan).

The inscription at the top of the medal translates as "Celebration of Hsinchu being promoted to a provincial city".

The event occurred on July 1, 1982. The city of Chiayi was also promoted the same day.

Below the inscription is the seal of Hsinchu and the recognition of the event by the mayor of the city.

The other side displays the ancient "East Gate" of the city.
