What kind of grade would this get? VF or just F?
What would come after details? Surface hairlines? Improperly cleaned?

VF-25 IMO. Details for the hairlines if they are easily seen and prominent.

Does it? I looked at a lot of pictures of slabbed coins, and it seemed that most of them had the S lower than the star. But some have the S approximately level with the star as this one does.

The position and shape of this coin's S looks like that of the third coin (MS65) on the PCGS CoinFacts page for this coin. (Cert# 20740071)
Also there is a similar AU58 Cert# 10945549

But I am definitely not an expert, and would appreciate all opinions.

Looks like it is an inverted "S" mintmark.

I agree, the S seems very distinctive compared to the rest of the coin, looks inverted to me.

Solid vf. Remember 1924 and before the date is raised not recessed. When you have for digit date and a strong reverse like that it's vf 25 maybe 30.
