I got this from SPP. I don't think this looks below MS. Does an impaired coin still get the cameo grade?

It was in my change bag at the Toronto Coin Expo show... I sometimes give out proof and specimen nickel dollars as change to young numismatists...basically, an impaired specimen means it will grade SP-64 or less...

But this one did not have Garfield on it, when handed it over...

Could it be an experimental holographic NCLT item? Maybe they were going to do a series of Royal pets.
