Tough from those pictures, but it appears to have been cleaned and re-toned. I would give it an AU details score.
I've attempted re-toning with a Taco Bell napkin on some cleaned Morgans and they all look just like this one. That blotchy reverse and tone-free spots are a dead give-away.

Rough to tell with these pics but around EF, and no, I personally wouldn't send it in. Slabbing it really wouldn't do anything for it aside of protect it.. Waste of $ IMHO .. Especially being it'll probably come back details, cleaned. (Retoned) *edit* or as "questionable color"

No kidding? I was wondering if this toning was artificial-bought 15 yrs ago never really thought much bout sending it after lookn recently real good at it I couldn't see any surface scratches or signs of cleaning that I know of but that's why I ask! Thanks guys

Definitely wouldn't send in if that toning is artificial-bought it from a guy I thought I trusted at work but mabi he didn't know either-haven't seen him in 10 yrs,no biggie did not pay much for it that's probably why

I think by calling it cleaned it is meant the coin has been dipped and improperly rinsed causing the blotchy tone.

Thanks Dave,shame some idiot would ruin a beautiful coin jus tryn to get a little extra value out of it...not sending this in for sure but curious about ms grading? It has very little wear if any and I've only done a few submission to this point,still learning...can they not say MS if it's bean cleaned or altered(toned in this case) in any way? I mean that makes sense but just curious if that's why y'all say AU at best? Thanks guys!

I see evidence of wear on Lady Liberty's hair, especially that little patch right above her ear. I can't really see much on the reverse because of these pictures.

Coins can still be graded MS details. I don't think this one would even make AU ... It's definitely seen some good circulation, the hair and eagles breast would be consistent with an EF. Check out some slabbed MS pics and compare the remaining details on yours to one of those . Also check out photograde.com for help on grading

Hair over Liberty's ear and breast feathers on the Eagle a bit flat. EF. Better pics out of the flip would have helped to a more accurate (but not necessarily higher) grading.
