You are cheating the government by a loophole they allowed to exist. On the grand scheme of life, does it matter. All you can get with your question is people's opinions. Did the us mint say that you couldn't do it, in fact they didn't, they don't care. They are turning out metal at a profit, that's it.

If I ordered 4 sets...and each set had one damaged coin..I "believe" that the Mint would rather me return ONE set with all the damaged coins rather than returning all 4 sets. ...and if you consider this effort to make both parties happy unethical then I guess that works for you but it goes against what I call logic. I guess my "logic" equates to your "unethical". p.s. If you feel it is wrong then it is wrong for YOU...plain and simple....and I would NEVER return a coin just because I "changed my mind"

I guess where things have wandered a bit from my original question is this. I am completely fine with returning a sub-standard set of coins, for REPLACEMENT. What I intended to ask in my question was someone ordering five sets with the express intent of only keeping ONE set and cherry picking through the five to make one set regardless of how nice the other four look. Maybe my perspective is skewed a bit due to the fact I used to own a retail business and I would be pretty upset if a customer ordered five identical items from me, with the intent of only keeping one and putting the burden on me, the owner, to do something with the other four the customer had no intent of keeping in the first place. It would be like going to your favorite steak restaurant and having them prepare you five steaks but only accepting the one you liked the look of best and sending back the other four with no intent of paying for them. Just seems rather abusive to me. I understand this is my personal opinion and not intended to force it on others, I just wanted to get a better feel if this was a commonly accepted practice in this hobby.

Now that you clarified, that does put it in a different light. Ordering five with the intent of only keeping one IS a bit shady. If you order five and only one set looks good, that's different. If the other four are damage free, but not spectacular strikes, the right thing would be to keep them. What the mint should do is require you to state a specific defect and then check the coins for that when they processed the return.

The Coin Show, episode 82, talks about buying some coins on the cheap because with the US mint's excellent return policy if the secondary market isn't showing the coins' going up in value you can just return them.

to me, buying sets, cherry picking and sending the rest back is highly unethical.
Where do you think all those coins you return going? In other sets..

You're right...it makes so much more sense to return 16 coins because only 4 are defective. Returning just the defective ones would be totally inappropriate....    As was already said...do what you think is best FOR YOU I would be happy with 3 nice sets and the Mint would be happy because they only got one set returned...

I suppose there is argument that the practice is what drives costs and therefore prices up but my personal feeling is that if quality standards are raised there would be less need for doing this.

Not to sound marxist or anything because I am not one, but it is the fault of the mint to make unfairly struck coins in such a perfect set. They should set their tolerances much lower for proof sets.

ABSOLUTELY! But I should add that this set quality is an a definite outlier. I have ordered MANY. MANY sets from the Mint over the last 20 years and I have never seen such issues with collector coins. I have ordered 30 2006 Annie sets, 20 of the 2011 25th Annie sets, MANY proof and SE sets, MANY 5 ounce P pucks and I never considered sending ANY of them back. Something has recently changed for the bad.....

to address the excuse that "other people do it", as my dad used to say... if your friend jumps off a bridge, you going to do it too?
because others do it, is no excuse for the unethical behavior..
Let me know who the other dealers are who do this, so I know not to buy from them. No reason for me to reward them for their deception.
