This is damaged and holed. There are known error varieties of this coinage however it doesn't seem to be any of them.

The coin itself would be at least fine, but it has not only the hole but also rim damage and deep scratches (not counting the adjustment marks).

This coin is better known as a fake than genuine. That said I like the square hole which looks like a cut nail was used to nail the coin to something. The "damage" from prying seen on the date side also makes it believable as genuine.

However, the coin itself is a cull. Only a counterfeit would maintain value if damaged in this way. I would call it AG at best and set that as value level.

Looks like I was a bit more generous about this coin.

Many of these coins were struck in St Petersburg instead of Warsaw (better known as Poland). On top of this, poltina are less common compared to ruble coins. As of why, I don't know.

Despite this fact, it is unlikely to go further 30 euros due to the damage. It's not terribly rare either - there's one available on ebay without such damage for under 100 dollars. You would be hard pressed to find a buyer that is willing to pay a lot more especially in this economy.
