Looks like some sort of token/medallion to me, possibly worked on top of a coin.
Can make out something like "ESTADO DE .." around and "VALE / DOBREA / ..." and a date "18..."
Based on "estado" it is most likely Spanish or Portuguese (language wise).

Possibly Hacienda or tienda token. I think I can see Estado De (or Do).
Another thought is that there is a Vale di Dobrea in Romania
