I'm sure a lot of people like me stop by the ancient coin forum with ebay pickups so I'm just gonna ask you all for your input on identification and extra information. Thanks!   Also, will soaking it in mineral oil be worth while?

It's possible but there really isn't enough detail or legend that would confirm it. You can try soaking it in either distilled water or olive oil and it might bring out enough of the detail to make an ID.

My best guess is that it is a Maximianus with Concordia Militum reverse, seem to be traces of 'victory on globe' visible in the centre.

Quote: Thanks, I'll make an update post when it's done soaking That could be a while! Distilled water and/or olive oil are slow, but the only safe method for cleaning ancients. It doesn't look like Connie the Great with the beard and radiate crown, I think Medieval got it right with Maximian.

I was told mineral oil works just as well so that's what I've been using. Has anyone had success with it?

Jsky - I have been told of a lot of things to clean coins with, and MOST damage the coin in some way (even Olive oil will 'darken' the coin in some cases). Because I have sought (and been given) a lot of advice and NEVER have I been told that 'mineral oil' is a useful alternative, I would NOT use that, (for that reason alone). As 'wheatchaser' and 'echizento' suggest Distilled Water and a (nylon) toothbrush are the only (real) alternatives for 'newbies' (like me).

With the obverse legend ending in NOB CAES and Maximianus' name, this would be a coin of Galerius who was Caesar under Maximianus.

I'd go with RIC#607 of Maximianus, ie
O: IMP C MA MAXIMIANVS AVG - radiate, draped bust right R: CONCORDIA MILITVM - Maximianus receiving Voctory of Globe from Jupiter (some char below the globe, 'S'?), XXI in exergue
