Definitely Septimius Severus, that's a far more interesting design than the Vespasian.

I would pick the Vespasian.

I initially thought the choice was easy with strong favor in Vespasian. Then I got thinking about it and putting myself in your shoes. I find the reverse of the Severus something I want. I am a huge fan of the city of Carthage. I think I would go for the Severus. This might not be the best economic way of collecting, the Vespasian would probably bring more money on the resale, if the need ever arises.

Interesting point you bring up. It really depends what the main aim of 'Augustus Maximus' is. While both coins will appreciate over time, you are probably right with your assessment.
