Can you please revise your last hint.
The limes was abandoned around 260 and while the Franks were around at that time, the Vandals didn't come into sight until quite some time later.

You are partially correct, the Upper Raetian Limes was indeed abandoned in around 257 but not the entire thing. To clarify let me add that a part of it was "officially" abandoned during this Emperor's reign.

After that part was abandoned, it was not the limes anymore.
What about the comment on the Vandals?

On the contrary, the limes was divided in multiple parts ex Rhaetian Limes, the Upper and Lower Germanic Limes. That aside yes this Emperor fought the vandals and scored several victories against them in Illyricum and Lycia.

But I guess Gibbons had a different view. One final guess which might partially reconcile with your hints: Theodosius I? |
