Africa, Kingdom of Numidia. Incredible Medieval. I will give you this one. It is most likely his father Massinissa although debated.

Interesting coin, from the cut-out you used it looked like he was wearing a tiara - but with your first hint I had to look as far away as possible from the Sasanid Empire.
Give me a few minutes to determine what I am going to post.

Definitely a crown. Byzantine is closer than Edward III, who was time wise not that distant. Better show a little more:
