can anyone tell me if this is a rpm or just a worn coin and if it has any value

It is machine damaged and not a RPM. Note how the area in question is just damaged and reduces the overall size of the mint mark. If it were a RPM, the device would have been enlarged.
1964-D-RPM
Note on your coin, the lower loop of the mint mark is thinner than the top part because of the MD.
