It may well be a DD, that is not doubling but is similar to peripheral doubling which is only found in double die.

If it is DD----then wouldn't there be millions of them out there? Isn't modern DD virtually unknown to happen?

That statement alone, tells me that you are looking at Die Deterioration Doubling.

I thought I found something but it seems not. I found another one with dots doubled outward like this one too but with MD so it looks like the dots are also doubled on the inside.

Are Canadian dies still made the same way with squeeze hubbing?

Taking a good second look and comparing with other DDD beads IMO SPP is right.
