Mexican Low Mintage Bullion Worth The Premium?

I'm looking at APMEX and they have quite a bit of stock of 1/4, 1/2 and 1 oz bullion in Peso denomination from the 1990s that has very low mintage. For example, this 1/2 oz, 2 peso Jaquar proof:

Mintage is very low, but it is selling for almost 3x melt value. They have multiple years from that series, too.

So, are coins like this bullion or collector coins? It seems like if they were that rare, APMEX wouldn't have 12 of one coin on hand. But ebay has only shown one for sale in the last 90 days.

I would comment that it's important to remember that rarity never guarantees high worth. It's supply and demand, and if that second element is wanting, all the posturing in the world about low mintage makes no difference. Many proof bullion coins from around the world have been produced in very limited quantities. and nevertheless languish in dealer's inventories for lack of interest.

Check out the mint's website to see which ones are sold out and which are still in stock. It all depends on how badly you want it if it's sold out, and add to that they are proof. All in all it's just silver.

Mexican NCLTs and their straight bullion coin, the Libertad, are curious coins. Some of the mintages are ridiculously low. There never seems to be a plan from year to year, especially as far as some of the fractionals go. Take the 1/4oz Libertad,in 1998 they minted only 300 proofs. In 2010 and 2011, the mintage had risen to 10,000 proofs. In 1999 only 600 1/2oz proofs, 280 2oz proofs and only 100 5oz proofs were minted. In 2012, without forewarning or explanation, they decided not to mint any fractionals or 2oz, 5oz proofs at all. The only proof Libertad minted that year was the 1oz proof at 4200. Compared to 877,731 proof ASEs in 2012.

1998 is a key year across the board for all Mexican bullion coins. I have collected Mexican bullion coins for a while. Unfortunately the low mintages have never translated into a substantial collector's premium. The lower mintage coins are definitely worth a premium but they are not widely collected, are pretty plentiful and can be had for modest premiums.

I put some of the lower-mintage years on "Alert Me" at APMEX. Got a notification that the 2006 Libertad was in stock today. Went to check it out...$199! And even the APMEX buy price is $78, so if you're hoarding those you could do pretty well and reinvest in rounds or ASEs.

ETA: no I did not buy at that price. Will just live with the gap in my series
