It is machine damaged. Note how the PLURIBUS shows machine damaged devices with the reducing of the normal size. Spendable unless you want to keep an example of machine damage on a coin.

Although a coin can be DD and MD at the same time, it's a rare event (as I've read since I've not seen a specimen yet). The devices in the second series are adjacent to the flat shelves that attribute to the coin sustaining machine damage. However, the area in question has been smoothed over time and the sharper edge details rounded. It looks DD in the photos but probably not on inspection (in-hand that is)where you'll see details not captured by the photo that should indicate the status. The sharper MD details are in the areas noted by Coop (one of our best authorities on the subject of doubling).

The 2nd "U" on PLURIBUS, you can see where it is reduced. also the OF is flat, shelf/step down look show that the overall shape is there, just part of the devices are reduced.
