At first glance it looks like an ancient coin (or a replica thereof).
Palm trees were used quote often by the Phoenicians/Zeugetanians on one of the sides.

The bust looks like a crude head of a Lion, I'm not sure what this is or even if it's ancient.

Medieval bronze coin of the Crusader states, Normans of Sicily, William II, 1166 AD-1189 AD. On the obverse side: Lion head facing forward. On the reverse side: Palm tree with fruit. Spahr 117. Sicily- Massina Trifollaro ND (1166-89), Guglielmo II (William II).

Everyone selling one says its scarce (but aren't they all?).

The design is actually copied off of two different ancient coins from Sicily, which the Normans presumably found examples of and decided to try to copy. The obverse is taken from one of these, a tetradrachm from Samian-occupied Zankle (Messina), circa 490 BC. The reverse is taken from the coinage of Carthaginian-occupied Sicily, such as this one.

I find it ironic that Norman-occupied Sicily unwittingly decided to copy the coins from two previous occupiers of the island.
