Looks like PMD, not sure why someone would stamp a "Z" on it or is that a funny looking "N"

The Z is counterstamped onto the coin. Relatively common to find these when CRH. The issue on the back may be related to rust on the reverse die or perhaps hydrozincite (zinc rot). These can appear at blemishes under the plating and detectable with a toothpick to see if the plating (copper) moves. If this is a copper cent (3.1 grams), probably rust on the die or perhaps struck through something. Let's wait for an expert to weigh in.

I think the issue on the reverse is the damage created when the Z was punched. Notice the two are opposite each other. Both sides are PMD.

That is the mark of ZORO!!

Just a counterstamp, and the resultant smashing on the revers is the end product of the same process.
