The entire reverse of this cent has raised wavey bumps. Any idea what caused this and and value.

That is another form of Feeder Finger Damage on the die. I've seen this before and it is not an often find. Maybe 2-3 I've seen in my searches.

Coop when I looked it up it said those always were at an angle but these go north to south

They may have used a different setup on the wheat cents? The Memorial ones are at an angle and I've seen one from the opposite direction than normal.

The same type of vertical feeder finger scrapes can also be found on Morgan dollars.

I do. You can see them above the eagle on my 1921 D Morgan dollar that I recently purchased. If you want me to get a better picture of the feeder lines I can.
