Looks like a small piece of debris on that device. Note how it is curing up on the edges. Possible plating debris if it is a Zincoln. There is also machine damage on some devices and on the left cornice tip and a die crack.
Rest in Peace

Note on the first three images of the "E" on cent, the roll up even on the rim. This tells me that something was struck onto the coin and not a lamination or peeling off of the original planchet.

If you are going to keep it, put it in a 2X2 to keep it from falling off the coin. They can never be put back if they fall off. I probably wouldn't save it. I'd wait for a real nice one to keep both pieces of.

This one brought the find thousands of dollars, but it was all up to the buyer to get it at auction. Like I aways say, the bigger the error the more interest in them. (Yes he removed the lamination very carefully. So there are cases where you remove them. But almost 99% of the time it is best left intact.

The second set of pics make it clear to me that it isn't a lamination error. I really wouldn't have known that from the first photos.

Also, coop's post wasn't there (really) when I posted. If it had been, I would have asked for an explanation -- which he has already provided. Thank you, coop!
