13 Days is a little excessive unless you have been told shipping will be delayed.
Even if the seller only goes to the PO once a week you should have it by now.
I would suggest contacting the seller to ask what the delay is if any.
That being said I have had packages take two weeks plus to go across Texas.

I would start inquiring after 7 days. In my mind, there is no excuse for a seller not to ship within a few days, unless there are some special circumstances stated in the auction.

Right now I have been waiting a couple of weeks for a Hungarian note I bought from an ebay seller. I have never had an ebay purchase not show up, but this one might.

I contacted the seller, he responded that the slot for the note was empty, so he must have sent it, but not sure, but he vaguely remembers getting my money order. He has offered to refund my money, I trust he sent the note or thinks he did. So it is a difficult situation, if the seller sent the note, and I did not pay for insurance, I guess I take the bite if it doesn't pop out of the postal system. I guess I feel trusting on this one, seller has good feedback, but might be a bit disorganized, but honest and offered right off to refund the money.

Stinky thing is I don't want a refund, because I think he did his part, and I really really would rather have the note, one I have been looking for for months.

What's the postal service like over there? Over here they don't care. I was waiting for a coin for 3 weeks only to find it had been sitting at the post office for 2 weeks.

I was getting anxious a couple of weeks ago similarly, I traded a coin for a bunch of Romanian banknotes with collector in Romania, he got the coin like a week later, but 3.5 weeks later I got no banknotes. Turns out I had to ask at the post office, and badger the clerk to check the Registered room, where my package had been laying for the last two weeks, no notice slip left in my mail box etc. Lazy dorks.

In the instance of the registered package from Romania, it was not the Romanian PO that was at fault, but actually my local PO here in the USA that held the package for two weeks without notifying me.

The global problem is that there are idiots working in every post office, some countries like Russia seem to hire thieves for PO work.
