That is machine damaged during the strike. You can see the full overall size of the devices, but the are reduced because of die damage on the coin.

Agree MD. Flat, shelf like, and reducing the size of devices. Also facing the rim and shows on date and mint mark. Learned that from coop and john1.

A follow-up question concerning the bar in side the lower loop of the mint mark. Looks similar to the one on a different die listed on coppercoins (see link).

Is it potential RPM, part of the MD or just a damaged punch they used that year? Thanks, Doug.

The mark inside the the lower serif area is from a damaged punch. These are present on some years till they replace the punch with a new one. The 002 on the two shows that also, but it is not part of the RPM. The RPM is West of the mint mark. You can also see this on different denominations of the pre-1989 coins.
