I am an admitted novice when it comes to Australian coins but the rims appear to be quite square and fully struck, something that you would typically see on a proof strike, regardless of country of origin. The presence of bagmarks should not be an automatic disqualifier since proofs can be circulated and/or impaired just like a business strike.

Proof coins were known to circulate. I have a '63 proof sixpence that came in a bulk lot.

That's true, I've found proof US coins in circulation before. The relief on this coin is pretty high too. It doesn't look like a normal Australian penny.

just a normal well struck circulation penny IMHO. The one in my collection is very similar NOT a proof.
