Is this an error or just die wear and maybe a hint of Machine Doubling damage? Thoughts...

Looks like a VLDS coin. The die is forming Die Deterioration on those areas where the die flow is running toward the rim. The rim looks like a contact mark. It looks like a die polishing also distorted/shallowed the fields on these these devices on the date, then the die wear set in.

The tail on the second 9 looks thinned. Note how thin the "Y" looks on the right side. That shows me shallowing of the die on that area making the device thinner looking. I've seen this before on a proof coin:

What you have is a piece produced by a die about to be retired. Even after polishing & other methods
not much more can be done to revive.
