Because this isn't a grease obstruction. It is a piece of metal or other debris. MUCH more rare then grease.
Think of it like this, You just had surgery and a mistake was made (an error if you will)....Now when the surgeon sewed you up, He (or she) left a gauze inside of you. A common but none the less error.....Now instead of gauze, he left a turkey sandwich inside of you. MUCH MORE RARE.
Gauze=commonly used in surgery, turkey not so much grease=commonly used in dies, scrap metal not so much

it looks like a fairly minor struck through error to me. I think the owner is...well, asking a bit much.

It defiantly doesn't look like metal, I spend a lot of time around metal and if this were to be metal it would be lead or copper at the most.

Very nice presentation piece. Unfortunately, the cost of framing that coin and newspaper clipping, probably cost more than the value of the error itself. Strike-through errors on 25-cent coins, that affect less than 25% of the coins surface, just don't command any serious value to an error collector.
