This variety seems pretty common, at least in circulated grade. The 7 is punched over what appears to be a smaller-font seven. I wonder which coin size the first digit was intended for?
It is almost certainly the same date punch. Remember the sides of the figures on the punch are tapered and a lighter punch will result in a smaller sized figure.
