I assume this is some sort of emergency token from France, probably between the wars.

I think it is a sort of necessity money between 1914 and 1927 in France .After the first war , the metal of the coins had more value than what you could buy with it , so every body was hoarding money .This problem existed till the ancient franc (franc germinal ) was replaced by the franc Poincaré . There are thousands of differents of this coins in that period.

Huge shortage of small change 5,10,20 centimes post WWI so the consommer jetons came into being. Many designs were duplicated but individual house ID numbers were used so that customers came back to the bar that issued them. A prodigious manufacturer was Cartaux who used a small triangle mark on their tokens.
