It's possible it could be a minor DD. Check on this site for a matching DD. Click on the "die variety search" link on the left, fill in your info, and see if any match up.
It is at least master die doubling. Very common this year. Happened to a large percentage of all three mint's coins. They are very common and reduced the value to that of a normal cent from that year.
